In recent years,Chinese stainless steel backward production capacity increased rather than decreased, and began 

to transfer to central and western regions, which is not conducive to the healthy development of stainless steel 

industry. 

Recently, the National People's Congress, Taiyuan Iron and Steel (Group) Co., Ltd. Li Xiaobo submitted to the 

Fourth Session of the Eleventh National People's Congress the proposal that the government should take firm 

measures to speed up dying out the domestic backward production of stainless steel. According to research, in 

recent years,small stainless steel businesses, nearly 40, a capacity of 180 tons,production "to bar iron," the 

company has nearly a hundred, capacity of 150 tons. The backward production capacity does not meet the 

construction of resource saving and environment_friendly society demands, one main hazard is an increase of 

carbon dioxide emissions. According to statistics, these enterprises produce 1 ton of steel to consume electricity 

more than 300 kwh, more than about 50% increase in carbon dioxide emissions.Another main reason is a waste of 

nickel, chromium and other strategic resources, to produce 1 ton of steel is usually a waste of more than 200 

kilograms of chromium iron, more than 10 kilograms of nickel metal.       

For the above problems, Li Xiaobo suggested that the government should check calearly of the current domestic 

production of stainless steel for getting more accurate and detailed information. On this basis, the state can report 

the enterprises who owned backward capacity productions in public.
